The Commonwealth, a voluntary association of independent nations, is dedicated to fostering cooperation and collaboration among its members for the mutual benefit of their people and the advancement of international understanding and peace. With members drawn from all continents and representing diverse races, religions, and languages, the Commonwealth comprises a significant portion of the world’s population and countries, spanning a wide spectrum of economic development.
Despite this diversity, the Commonwealth stands as one of the strongest voluntary international groupings, deriving its strength from core principles of partnership, equality, and multiracialism, which reflect its origins in the decolonization movement. At the heart of Commonwealth activities is the biennial meeting of Heads of Commonwealth Governments, where leaders convene to advance cooperative programs aimed at addressing issues such as poverty, racism, and global peace.
Key declarations, including the Declaration of Commonwealth Principles (1971) and the Lusaka Declaration on Racism and Racial Prejudice (1979), articulate the beliefs that underpin Commonwealth actions. These meetings also serve as platforms to establish technical programs through which member countries share their experiences to improve standards in various fields such as agriculture, education, and health. Administered by the Commonwealth Secretariat in London, these programs aim to enhance the well-being of Commonwealth citizens.
The Commonwealth Fund for Technical Cooperation further facilitates collaboration by deploying experts to member countries to support development efforts. Commonwealth summits, held biennially in different member countries, provide opportunities for leaders to discuss pressing issues facing the Commonwealth and the world.
The upcoming Commonwealth Heads of Government Meeting in November 1983 will be hosted in New Delhi, India, underscoring India’s role and commitment within the Commonwealth. In recognition of this significant event, the Indian Posts & Telegraphs Department is issuing a set of two commemorative stamps to mark the occasion.
