The establishment of service commissions in India dates back to October 1926, with the enactment of the Government of India Act 1935 further formalizing the structure. Under this Act, the Public Service Commission at the center evolved into the Federal Public Service Commission, while separate commissions were established for the provinces. Upon the inauguration of the Republic in January 1950, the Federal Public Service Commission transitioned into the Union Public Service Commission (UPSC).

Both the Union and State Public Service Commissions were established as autonomous bodies with the responsibility of conducting examinations, recruitment, and advising the government on matters pertaining to civil servants. Dr. Rajendra Prasad, in the Constituent Assembly on November 26, 1949, emphasized the importance of independent agencies like the Public Service Commissions in ensuring fair and unbiased selections, free from influences of the executive branch. The aim was to prevent jobbery, nepotism, and favoritism.

To commemorate past achievements and deliberate on strategies for ensuring objective and prompt selections while meeting the aspirations of the educated youth, a conference of Chairman of Public Service Commissions was convened on November 15 and 16, 1976. The core principle guiding the Public Service Commission in candidate selection is impartiality and objectivity, ensuring equal opportunity for all citizens to compete for selection.

Recognizing the significance of the Union Public Service Commission in India’s administrative setup, the Indian Posts and Telegraphs Department is honored to issue a commemorative stamp marking its contribution.
