The text commemorates the 25th anniversary of the Rajya Sabha, one of the two Houses of the Parliament of India. Established after the first General Elections in 1952, the Rajya Sabha, also known as the Council of States, held its inaugural session on May 13, 1952, under the chairmanship of Vice-President Dr. Sarvepalli Radhakrishnan.
Initially comprising 216 members, the Rajya Sabha currently consists of 244 members, including representatives from states, union territories, and nominated members. Unlike the Lok Sabha, the Rajya Sabha is not dissolved entirely; rather, one-third of its members retire every two years.
The Rajya Sabha’s continuity gains significance, particularly when the Lok Sabha is dissolved, as it continues to fulfill the parliamentary duties and obligations on behalf of the nation. Over its 25-year history, the Rajya Sabha has made significant contributions in legislative and parliamentary activities, reflecting the vision of the framers of the Indian Constitution.
As a symbol of the sovereignty of the Indian people, the Rajya Sabha, along with the Lok Sabha, represents the majesty of Indian democracy. In honor of its 25 years of service and coinciding with its 101st session, the Posts and Telegraphs Department is issuing a commemorative postage stamp to mark this milestone.
