The National Book Trust, an autonomous organization within the Ministry of Education and Social Welfare, aims to foster a culture of reading and promote literacy across the country. In addition to producing quality literature, the Trust organizes an annual National Book Fair and Regional Book Exhibitions nationwide.

Having organized the First World Book Fair in 1972 and the Second in 1976, the Trust is now hosting the 3rd World Book Fair at the Hall of Nations, Pragati Maidan, New Delhi from February 11 to 20, 1978. The fair features participation from renowned foreign publishers representing various countries such as the USSR, USA, UK, Germany (both Federal Republic and Democratic Republic), Holland, Bulgaria, Hungary, Romania, Switzerland, Kenya, Zambia, Ghana, Iraq, Egypt, Kuwait, Bangladesh, Singapore, Japan, Pakistan, Indonesia, Czechoslovakia, Yugoslavia, Senegal, and New Zealand.

The National exhibit showcases approximately 5,000 outstanding books in all Indian languages as well as English. In conjunction with the fair, the Trust is organizing an International Seminar on Educational Publishing in Developing Countries from February 12 to 15, 1978.

In recognition of this significant event, the Indian Posts and Telegraphs Department is privileged to issue a commemorative postage stamp, acknowledging the importance of promoting literature and education on a global scale.
