60 Years of Partnership
In April 1949, Heads of State from Australia, United Kingdom, Ceylon, India, New Zealand, Pakistan, South Africa and Canada met in London. Their deliberations resulted in the historic London Declaration of 26 April 1949, which marked the birth of the modern Commonwealth of Nations.
Through this Declaration, member countries committed themselves to work together in partnership and as equals towards a shared future. Reflecting on India’s decision to join the Commonwealth, Jawaharlal Nehru said in 1949:
“It is necessary that we touch upon the world’s problems, not with passion and prejudice but in a friendly way and with a touch of healing. We have begun this new association with a touch of healing.”
Growth and Evolution
From its original eight members in 1949, the Commonwealth has grown into a unique association of 53 independent states (as of its 60th anniversary), united by consultation, cooperation, and the promotion of international understanding.
The establishment of the Commonwealth Secretariat in 1965 strengthened institutional coordination. Over time, numerous professional and advocacy bodies have emerged, reflecting the expanding relevance and scope of Commonwealth activities.
Today, nearly two billion people live within the Commonwealth, with half under the age of 25. Recognising the vital contribution of youth, the 2009 theme was “Commonwealth@60 – Serving a New Generation.”
India’s Role in the Commonwealth
India accounts for nearly 60% of the Commonwealth’s total population and remains one of its largest contributors in terms of financial support and technical expertise. India actively participates in key Commonwealth bodies and initiatives, including:
- Commonwealth Fund for Technical Cooperation
- Commonwealth Connects Programme
- Committee on Terrorism
- Commonwealth Advisory Board on Sports
- Commonwealth Foundation
- Board of Governors of the Commonwealth Secretariat
India has also hosted several major Commonwealth events, including:
- The 2007 Commonwealth Parliamentary Association Conference
- The 2008 Commonwealth Youth Games in Pune
- The 2010 Commonwealth Games held in October 2010
Through these engagements, India has consistently promoted shared values of democracy, good governance, and development cooperation among member states.
Celebrating 60 Years
The 60th anniversary of the modern Commonwealth was celebrated by the Government of India in various ways. As part of these commemorations, the Department of Posts issued a commemorative postage stamp and First Day Cover, honouring six decades of partnership, mutual respect, and collective progress.
India remains committed to strengthening and consolidating the Commonwealth in the years ahead, continuing the spirit of cooperation envisioned in the London Declaration of 1949.
