The Commonwealth Parliamentary Association: A Historical Overview
The Commonwealth Parliamentary Association (CPA) was founded in 1911 as the Empire Parliamentary Association. Reflecting the evolution of the Commonwealth itself, the Association adopted its present name in 1948. At the same time, it revised its rules to enable all member branches to participate fully in its management and established a separate Secretariat to oversee its affairs.
In recent decades, the resurgence of parliamentary democracy worldwide has been mirrored in the growth of the CPA. Over the last decade, more than fifty new Parliaments and Legislatures have joined or rejoined the Association, strengthening its global parliamentary network.
The Commonwealth: Unity in Diversity
The Commonwealth of Nations is a multi-racial, multi-lingual, multicultural, and multi-religious association of sovereign nations spread across all continents. Despite its immense diversity, the Commonwealth remains a closely connected international community.
It derives its strength from a shared belief that international cooperation is essential to eliminate the causes of conflict, promote tolerance, combat injustice, and secure sustainable development for people around the world.

The CPA brings together Commonwealth Parliamentarians who, irrespective of gender, race, religion, or culture, are united by:

The Association’s mission is to advance parliamentary democracy by enhancing knowledge and understanding of democratic governance. It seeks to build a well-informed parliamentary community capable of deepening the Commonwealth’s democratic commitment and fostering cooperation among its Parliaments and Legislatures.
