The Central Bureau of Investigation (CBI) has a rich history dating back to its origin as the Special Police Establishment (SPE) in 1941. Established during World War II to investigate cases of bribery and corruption in transactions related to the War & Supply Department of India, the SPE played a crucial role in combating dishonest practices that emerged due to the war’s increased expenditure.
Initially focused on cases within the War and Supply Department, the SPE expanded its jurisdiction to include corruption in the Railways by the end of 1942. Recognizing the ongoing need for a central agency to investigate corruption cases even after the war, the Delhi Special Police Establishment Act was enacted in 1946, transferring the SPE’s superintendence to the Home Department and broadening its scope to cover all departments of the Government of India.
On April 1, 1963, the Central Bureau of Investigation was established as part of the Ministry of Home Affairs, with the DSPE as one of its divisions. Over time, the CBI’s mandate evolved to include investigating corruption cases involving not only central government servants but also employees of public sector undertakings and banks. Additionally, the CBI was entrusted with investigating economic offenses and other major crimes, making it a multi-disciplinary investigating agency.
Today, the CBI’s jurisdiction encompasses a wide range of cases, including corruption, economic offenses, bank frauds, financial crimes, organized crime, wildlife-related offenses, cyber offenses, and more. As the National Central Bureau of Interpol India, the CBI plays a crucial role in facilitating international police cooperation and responding to requests for assistance under various international conventions.
Throughout its existence, the CBI has earned a reputation as a highly professional investigation agency, enjoying the confidence of the executive, legislative, judiciary, and the public alike.
