25 Years of Diplomatic Partnership
India and Belarus have traditionally shared warm and friendly relations founded on mutual respect and cooperation. India was among the first nations to recognize Belarus as an independent country in 1991. Diplomatic relations were formally established soon thereafter, with India opening its mission in Minsk in 1992 and Belarus establishing its Embassy in New Delhi in 1998. Belarus also opened its Honorary Consulate in Kolkata in December 2002.
Over the years, bilateral ties have evolved into a comprehensive partnership supported by institutional mechanisms such as Foreign Office Consultations, the Intergovernmental Commission (IGC), and the Joint Commission on Military Technical Cooperation. Both nations maintain close coordination on bilateral, regional, and multilateral issues.
High-Level Visits and Agreements
Regular high-level exchanges have strengthened diplomatic engagement. The President of Belarus visited India in 1997 and 2007. In June 2015, the President of India paid the first State Visit from India to Belarus, marking a significant milestone in bilateral relations. During this visit, six MoUs were signed in areas including broadcasting, textiles, standardization, and financial securities, along with the exchange of a roadmap for future cooperation.
Belarus has consistently supported India in international forums, including backing India’s candidature for a permanent seat at the United Nations Security Council and supporting India’s position at the Nuclear Suppliers Group.
Economic and Technical Cooperation
Economic engagement continues to expand steadily. Bilateral trade reached US$ 402 million in 2016. Bharat Heavy Electricals Ltd. (BHEL) completed the expansion of Grodno Power Project-II under a Government of India credit line. A Digital Learning Centre in ICT was established in Minsk with Indian assistance, further strengthening technological cooperation.
Industrial collaborations, including BelAZ’s partnership with an Indian company for servicing heavy-duty dumper trucks, reflect the growing business relationship. Belarus has also actively participated in Indian trade fairs and investment initiatives such as “Make in India.”
Cultural and Educational Exchange
Belarus has been a partner country under India’s ITEC Programme since 1993, with hundreds of Belarusian professionals trained in India. Indian culture—yoga, dance, music, Ayurveda, and cinema—remains popular in Belarus. The Indian community in Belarus includes professionals and approximately 350 Indian students pursuing medical education.
Commemorative Postage Stamp and Miniature Sheet
To mark the 25th Anniversary of Establishing Diplomatic Relations between India and Belarus, the Department of Posts issued a Commemorative Postage Stamp and a Miniature Sheet celebrating the enduring friendship between the two nations.
The stamp depicts the National Emblems of India and Belarus, symbolizing sovereignty, national pride, and shared values.
The Miniature Sheet further enhances this symbolic representation by featuring architectural landmarks from both countries—
- Bahá’í Temple (Lotus Temple), New Delhi, representing India’s spirit of unity and harmony, and
- National Library of Minsk, symbolizing Belarus’s intellectual and cultural heritage.
The inclusion of these iconic structures in the miniature sheet visually reflects the strong bond between the two great civilizations and underscores the depth of their diplomatic, cultural, and economic partnership.
This commemorative issue stands as a philatelic tribute to 25 years of fruitful diplomatic relations and reaffirms the commitment of India and Belarus to further strengthen their enduring partnership.
