First Elected Chief Minister of Hyderabad State
Burgula Ramakrishna Rao (1899–1967) was a prominent freedom fighter, visionary leader, and the first elected Chief Minister of the erstwhile Hyderabad State. He played a crucial role in integrating Hyderabad with the Indian Union and advancing social and agrarian reforms.
Early Career and Legal Excellence
Dr. Burgula Ramakrishna Rao began his professional journey as a lawyer in Hyderabad, where he earned a reputation as a distinguished constitutional expert. He was known for defending freedom fighters in court and standing firmly for justice and national causes.
Role in Freedom Movement and Hyderabad Integration
Inspired by the national movement, Burgula Ramakrishna Rao joined the struggle against the Nizam’s rule. Alongside leaders like Swami Ramanand Tirtha, he led efforts to merge Hyderabad with India.
He was a founding member of the Hyderabad State Congress and played a key role in mobilizing public opinion.
He also presided over the Andhra Mahasabha conference in 1931 at Devarkonda, helping create political awareness among the people of Telangana.
Participation in Quit India Movement
Dr. Rao actively participated in the Quit India Movement and was arrested by the Nizam’s administration for his involvement in the freedom struggle.
His contribution to the integration of Hyderabad was also acknowledged by K. M. Munshi, who highlighted his role during the “police action” of 1948 that led to Hyderabad’s accession to India.
Chief Ministership and Land Reforms
In the first general elections of 1952, Dr. Rao was elected from Shadnagar constituency and became the Chief Minister of Hyderabad State.
During his tenure, he introduced several landmark reforms, including:
- Implementation of the Hyderabad Tenancy and Agricultural Act (1950)
- Amendment Act of 1954 for land reforms
- Granting tenancy rights to cultivators
- Welfare measures for Scheduled Castes, Scheduled Tribes, and backward classes
He played a pivotal role in shaping land reforms in India by ensuring fair rights for farmers and tenants.
Support to Bhoodan Movement
During his leadership, the Bhoodan Movement led by Vinoba Bhave gained momentum in Hyderabad State, further promoting land redistribution and social justice.
Role in Formation of Andhra Pradesh
In 1956, Hyderabad State was integrated with Andhra State to form a larger linguistic state, Vishala Andhra (Andhra Pradesh). Dr. Rao’s selfless leadership played a significant role in this historic transition.
Later Life and Public Service
After serving as Chief Minister, Dr. Rao held several important positions:
- Governor of Kerala (1956–1960)
- Governor of Uttar Pradesh (1960–1962)
- Member of Rajya Sabha (1962–1966)
