Dr. Laxmi Mall Singhvi was a remarkably multifaceted personality—an eminent jurist, renowned constitutional expert, acclaimed diplomat, distinguished parliamentarian, respected intellectual, and a prominent exponent of human rights. A doyen of the Indian Bar and a true institution builder, he was also an accomplished author, poet, linguist, and public thinker whose ideas left a lasting imprint on India and the world.

Early Life and Academic Brilliance

Laxmi Mall Singhvi was born on 9 November 1931 in Jodhpur. He was the second son of Sri Dasharath Mal Singhvi, a noted lawyer and freedom fighter. Recognized early as a prodigious talent, he earned scholarships continuously from class six through his doctoral studies. At just 19, he was awarded the prestigious “Sahitya Vachaspati” degree.

A gold medalist in B.A. from University of Allahabad, he later completed his LL.B. and M.A. from the University of Rajasthan. As Rajasthan’s first Rotary Scholar, he pursued an LL.M. at Harvard University and earned his Ph.D. from Cornell University in a record two years. He briefly served on the faculty at the University of California, Berkeley before returning to India in 1957.

Legal Luminary and “Singhvi Principles”

Dr. Singhvi became a leading Senior Advocate of the Supreme Court of India and served four terms as President of the Supreme Court Bar Association. His global recognition came through his work as UN Special Rapporteur, where his Draft Universal Declaration on the Independence of Justice (1978) and the Guidelines for Judicial Independence—popularly known as the “Singhvi Principles”—earned worldwide acclaim.

In 1987, he was elected Honorary Bencher and Master of the Middle Temple in the United Kingdom—one of the highest honours in the legal profession.

Parliamentarian and Constitutional Reformer

Elected to the Third Lok Sabha as an Independent Member from Jodhpur, Dr. Singhvi was widely respected as an outstanding parliamentarian. As Chairman of the Committee on Revitalization of Panchayati Raj Institutions, his recommendations significantly shaped the 73rd Constitutional Amendment, strengthening grassroots democracy.

He also coined the terms “Lokpal” and “Lokayukta,” advocating for an ombudsman system in India to ensure accountability in public life.

Diplomat and Cultural Ambassador

Dr. Singhvi served as India’s longest-serving High Commissioner to the United Kingdom from 1991 to 1997—a period considered a golden phase in Indo-British relations. He established the Nehru Centre, which remains a hub of India’s cultural diplomacy.

He also held the prestigious Rede Chair at University of Cambridge and played a vital role in global interfaith dialogue, receiving the Inter Faith Gold Medallion at Lambeth Palace.

Champion of the Indian Diaspora

A visionary thinker, Dr. Singhvi conceptualized and championed the global Indian diaspora movement. As Chairman of the Government’s High Powered Committee, he laid the foundation for Pravasi Bharatiya Divas, leading to the institution of January 9 as Pravasi Divas and the Pravasi Bharatiya Samman Award to honour overseas Indians.

Literary and Institutional Contributions

Dr. Singhvi was Founder-President of the Commonwealth Legal Education Association and associated with drafting constitutions of Bangladesh, Nepal, and South Africa. He served as President of the Indira Gandhi National Centre for the Arts and the Authors Guild of India, and chaired prestigious institutions linked to the JnanPeeth and Jamnalal Bajaj Awards.

In recognition of his outstanding contributions, he was awarded the Padma Bhushan in 1998.

To honour his immense contribution to law, diplomacy, human rights, and nation-building, the Department of Posts issued a commemorative postage stamp on Dr. Laxmi Mall Singhvi. The stamp celebrates his enduring legacy as a constitutional visionary, global statesman, and cultural ambassador who embodied the intellectual and civilizational spirit of India.
