The Inter-Governmental Maritime Consultative Organisation (IMCO), established in 1948 by a convention signed in Geneva, serves as a platform for cooperation among governments concerning regulations and practices related to shipping. Its primary objectives include promoting maritime safety and efficiency, eliminating flag discrimination, and facilitating the exchange of information.

India, being a founder member of IMCO, holds a special interest in maritime transport and navigation. With its growing maritime fleet, shipbuilding industry, and maritime trade, India actively participates in the IMCO Council, the organization’s governing body.

IMCO has achieved significant milestones over the years. It revised the Safety of Life at Sea (SOLAS) Convention, enhancing maritime safety standards. Additionally, it finalized the International Convention on Load Lines in 1966, which establishes rules for ship loading to safeguard life and property at sea.

The organization also addressed environmental concerns by amending the Convention on Prevention of Pollution of the Sea by Oil in 1962. Furthermore, the Convention on Facilitation of International Maritime Traffic, adopted in 1965, aimed to streamline governmental formalities related to ship arrival, stay, and departure.

IMCO acknowledges the concerns of developing countries, including the safety of unberthed passengers such as ‘Haj’ pilgrims. It established committees to address issues like revising the Simla Rules of 1931 and expanding technical assistance programs for developing nations.

In recognition of its 10th anniversary, IMCO plans to convene its first Assembly Session in October 1969. The Government of India, as a founding member, intends to commemorate this milestone, with the Posts and Telegraphs Department contributing by issuing a commemorative stamp.

IMCO continues to play a vital role in addressing challenges related to maritime safety and efficiency, reflecting its commitment to global maritime cooperation and development.
