Introduction
The Inter-Parliamentary Union (IPU), established in 1889, is the world organization of parliaments of sovereign states. It serves as a global forum for parliamentary dialogue and works for peace, cooperation, and the strengthening of representative democratic institutions.
Role of the IPU
The IPU focuses on important international issues and encourages governments worldwide to adopt measures based on its recommendations. In addition to its biennial conferences, the organization also conducts specialized conferences on major global concerns.
Conference in New Delhi
A specialized Inter-Parliamentary Conference on the theme “Towards Partnership between Men and Women in Politics” was held at Vigyan Bhawan, New Delhi, from 14 to 18 February 1997.
This conference was the first worldwide high-level political meeting held as a follow-up to one of the chapters of the Beijing Platform for Action, which promoted gender equality and women’s participation in decision-making.
Objectives of the Conference
The New Delhi Conference aimed to:
- Promote representative democracy
- Encourage equal political partnership between men and women
- Examine how society benefits when both genders share political responsibility
- Provide a forum for dialogue among delegates from different countries
- Suggest practical measures for achieving balanced political participation
The IPU emphasized that democracy gains true significance only when policies and laws are decided jointly by men and women with equal regard for the interests of both halves of society.
India and the IPU
India has had a long and active association with the Inter-Parliamentary Union. It previously hosted the 57th IPU Conference in 1969 and the 89th IPU Conference in 1993.
Philatelic Recognition
A commemorative postage stamp was issued on the Inter-Parliamentary Specialized Conference on “Towards Partnership between Men and Women in Politics,” New Delhi. The stamp depicts the conference logo, while the First Day Cover features the Central Hall of Parliament House, the venue of the inauguration.
