Omanthur P. Ramaswamy Reddiar

A Reformist Leader of Madras Presidency

Omanthur P. Ramaswamy Reddiar was born on 1st February 1895 at Omanthur in Villupuram District of Tamil Nadu to Shri Muthurama Reddiar and Smt. Aranaganayaki. He completed his high school education at Walter Scott High School in Tindivanam.

Deeply inspired by the national movement, he actively participated in India’s freedom struggle and was imprisoned several times for his involvement.

First Chief Minister of Madras Presidency

On 23rd March 1947, he became the first Chief Minister of the Madras Presidency. Though his tenure lasted only two years, it was marked by several progressive and far-reaching reforms.

He banned the Devadasi system in temples and initiated the construction of the Lower Bhavani Sagar dam. He was also instrumental in facilitating the construction of dams on the Malampuzha River in Palakkad (Kerala) and advancing the Periyar hydro-electric project.

Social and Administrative Reforms

Omanthur P. Ramaswamy Reddiar strongly advocated the introduction of a Crop Insurance Scheme to safeguard farmers. He promoted cooperative marketing for agricultural produce and took historic steps toward social equality by issuing specific government orders permitting Dalits to enter Hindu temples — a landmark reform in social justice.

He was the first Chief Minister to establish the Home Guard system to assist local police and introduced the Employment Exchange system to support job seekers.

Later Life and Legacy

Remembered as an efficient and principled administrator, he retired from active politics in 1962. After retirement, he devoted himself to social service, establishing the Appar Orphanage and Vallalar High School.

He passed away on 25th August 1970, leaving behind a legacy of reform, integrity, and public service.

Commemorative Stamp

In recognition of his significant contributions to governance, social reform, and public welfare, India Post issued a commemorative postage stamp in honour of Omanthur P. Ramaswamy Reddiar, celebrating his enduring impact on Tamil Nadu’s history.
