India’s Commitment to Combating HIV/AIDS

World AIDS Day, observed every year on 1st December, is a global occasion to reflect on the progress made in the fight against HIV/AIDS and to renew efforts to prevent the further spread of the infection. It serves as a reminder that while significant strides have been achieved, sustained commitment and awareness remain essential.

Since the detection of the first HIV case in India in 1986, the country has faced serious public health challenges. With millions affected, the epidemic has gradually extended from urban centers to rural areas, making youth and women increasingly vulnerable. Though the overall percentage of infection remains relatively low compared to the total population, continued vigilance is crucial to prevent complacency.

India’s National Response to HIV/AIDS

India acted early to address the crisis. In 1986, the National AIDS Committee was established, followed by the launch of the National AIDS Control Programme (NACP) in 1987. To strengthen institutional efforts, the National AIDS Control Organization (NACO) was constituted, and the first phase of NACP began in 1992.

The second phase of the programme, launched in 1999, introduced major policy initiatives focusing on:

  • Health education and awareness campaigns
  • Prevention strategies for high-risk population groups
  • Communication drives promoting safe behavioural practices
  • Expansion of diagnostic, treatment, and care services
  • Ensuring access to safe blood

In 2005, the National Council on AIDS, chaired by the Prime Minister, was formed to mainstream HIV/AIDS initiatives across ministries, civil society, and the private sector. These combined efforts—supported by political leadership, NGOs, media, businesses, and community organizations—created a coordinated and focused national response.

Moving Forward: Strengthening the Fight

As India progressed toward subsequent phases of the National AIDS Control Programme, the objective remained clear: to consolidate gains and scale up preventive and treatment initiatives with the aim of halting and reversing the epidemic’s spread.

The fight against HIV/AIDS is not only a health issue but also a social and developmental priority. Empowerment, awareness, equality, and access to healthcare services are essential components of this ongoing battle.

To reaffirm the nation’s commitment, India Post released a commemorative postage stamp on World AIDS Day on 1st December 2006. The stamp symbolizes solidarity, awareness, and determination in combating HIV/AIDS.
