World Consumer Rights Day is observed every year on 15 March to promote and protect the basic rights of consumers worldwide. The day serves as an important occasion for the international consumer movement to express solidarity and ensure that consumer rights are respected and safeguarded.
Origin of the Day
The observance of World Consumer Rights Day commemorates a historic declaration made by John F. Kennedy, the former President of the United States, on 15 March 1962. In this declaration, he recognized four fundamental consumer rights:
- The Right to Safety
- The Right to be Informed
- The Right to Choose
- The Right to be Heard
Inspired by this declaration, Consumers International first observed World Consumer Rights Day on 15 March 1983. Since then, it has become a global event celebrated annually to mobilize consumer awareness and action.
Consumer Protection in India
In India, a major milestone in the consumer movement was the enactment of the Consumer Protection Act, 1986. This law is considered one of the most comprehensive and progressive consumer protection legislations covering both goods and services.
The Act established a three-tier quasi-judicial consumer dispute redressal system at:
- District level
- State level
- National level
These institutions allow consumers to seek quick and affordable justice against unfair trade practices, defective goods, and deficient services.
Later, the 2002 amendment to the Act expanded its scope to include spurious goods and services, as well as unsafe products that pose risks to life and safety.
Observance in India
The Department of Consumer Affairs, the nodal department responsible for consumer welfare, has been observing World Consumer Rights Day in India since 1988.
Every year, the day is celebrated with a specific theme. One such theme focuses on consumer health and safety. Various stakeholders participate in spreading awareness, including:
- Central Government Ministries
- State Governments and Union Territories
- Consumer organizations
- Industrial houses
- Educational institutions
Activities organized on this day include public awareness campaigns, demonstrations on detecting adulteration in food products, guidance on identifying spurious medicines and goods, and educating consumers about safe purchasing and usage practices.
Importance of Consumer Awareness
Although several laws, regulations, and penal provisions exist to protect consumers, the most important requirement is awareness among consumers about their rights and the legal remedies available to them. An informed consumer is better equipped to avoid exploitation and seek justice.
Commemorative Stamp
Recognizing the importance of consumer awareness and protection, India Post issued a commemorative postage stamp on World Consumer Rights Day to highlight the significance of safeguarding consumer rights and promoting responsible consumption.
