On May 30, 1991, India Post issued a ₹1 commemorative stamp to honor Karpoori Thakur, affectionately remembered as "Jan Nayak" (People's Leader), on his fourth death anniversary. A towering political figure from Bihar, Karpoori Thakur is celebrated as a champion of the poor, the marginalized, and the socially backward communities of India. The stamp recognizes his profound legacy of public service and his fierce advocacy for social justice. Serving twice as the Chief Minister of Bihar and once as Deputy Chief Minister, he pioneered revolutionary affirmative action policies. He is most famous for implementing the "Karpoori Thakur Formula" in the late 1970s, which introduced reservations for Backward Classes, Extremely Backward Classes, Scheduled Castes, Scheduled Tribes, and women in government services—a groundbreaking step that laid the foundation for future social justice frameworks across the country. Beyond political quotas, Jan Nayak believed that education was the ultimate tool for liberation. He made education free up to the high school level, removed English as a compulsory requirement for matriculation to help rural students access higher education, and promoted Hindi in administrative work. Despite holding the highest offices in the state, Karpoori Thakur was legendary for his absolute financial integrity, humility, and uncompromisingly simple lifestyle. He never owned a car or a grand house, and he died in a simple hut, epitomizing the true spirit of a socialist leader completely dedicated to the welfare of his people.
